Mozaic's first phase started construction in January 2011 and will be completed in early 2012. During that time a new building will be constructed on the existing surface parking lot behind the Lagoon Theater. The first floor will contain restaurant space and lobbies for the parking garage and office space. The second through seventh floors will contain the public parking garage, which will be screened with vertical color panels and a six-story green wall. The top three floors will contain approximately 66,000 square feet of office space.

A public plaza adjacent the West Building in line with Girard Avenue, will provide Uptowners and visitors an opportunity to read, eat, relax, meet up with friends, and otherwise just enjoy the day. The plaza will link Lagoon Avenue at Girard Avenue with the Midtown Greenway via a new pedestrian/bike bridge over- and a new ramp down to the Midtown Greenway. The bridge and ramp will also connect to Girard Avenue on the north side of the Midtown Greenway as to better improve access to areas to the north. The bridge and ramp are funded in part by a Hennepin County Transit Oriented Development grant.

The east side of the site will contain the parking garage exit tunnel and exit as well as a surface +/- 120-stall public parking lot accessed off of Fremont Avenue. Phase II of the Mozaic project, which is undefined at this time, would later be constructed on the surface parking lot.
